Saudi tariff policy and customs clearance requirements

Saudi Arabia, as a wealthy country in the Middle East, believes that many foreign trade partners are salivating over its market. Because Xiaoyi has a special international logistics line in Saudi Arabia, I will introduce relevant customs tariff policies and customs clearance requirements in Saudi Arabia, so that everyone can carry out local foreign trade work.


The first is the Saudi customs tariff policy


1. The tariff rate of Saudi Arabia is between 0% and 50%, and the average tariff rate is 4.58%. The goods exempt from tariffs in Saudi Arabia include the following categories, for reference only


Agricultural products: including grains, vegetables, fruits, livestock products and fish, etc. This little Yi can't handle it.

Chemical products: including certain chemical fertilizers, pesticides, plastic and rubber products, etc. This little Yi can't handle it either.

Steel products: Specific steel products can be exempted from tariffs, but this Xiaoyi can't accept it either.

Textiles: including some textiles and clothing products, this can be accepted.

Electronic products: including computers, TVs, cameras and other electronic equipment, this part can be connected.

Medical devices and medicines: Certain medical devices and medicines are exempt from tariffs.

Mechanical equipment: Specific mechanical equipment and industrial equipment can be exempted from tariffs and can be connected.

Auto parts: Certain auto parts can be exempted from tariffs and can be connected.

Environmental protection equipment: Specific environmental protection equipment can be exempted from tariffs and can be connected.


2. When all goods enter the country, the customs will evaluate the final price of the goods according to their origin. If the final price is higher than the original value, you must pay additional customs duties, value-added tax and consumption tax; if the final price is lower than the original value, you do not need to pay any fees, and you will not be refunded if you make up less.


3. There is no preferential tax policy in Saudi Customs, and all goods exported to Saudi Arabia will be taxed according to the highest tax rate. The standard rate of value-added tax on all imported goods is 15%. If there is any violation, the value-added tax declaration report will be passed and the verification certificate will be attached.


4. Normally, if the goods need to be stored in the customs bonded area or warehouse for a period of time, storage fees usually need to be paid.

For goods detained by customs, Saudi Customs does not charge storage fees, and the maximum detention time is 14 days. Any goods that cannot provide customs clearance documents as required will be returned to the place of origin.

Then there are Saudi customs clearance requirements, which need to be paid attention to


(1) All goods must provide complete customs clearance information, including: invoice, bill of lading, customs declaration form, certificate of origin, etc. If these information cannot be provided, the goods will be refused to be released.


(2) If the goods are special items such as food and medicine, a health certificate is required; if it is ordinary goods, a health certificate and a health certificate are required;


(3) For goods worth more than 500 US dollars, the customs will conduct strict inspections and need to pay corresponding duties. Therefore, the seller should know clearly which goods are prohibited from being sent to Saudi Arabia before delivery;


(4) If it is personal items, books and audio-visual products, etc., personal identification documents and relevant permit documents must be provided for customs clearance.


(5) All goods must have the original bill of lading, if there is no original bill of lading, it will be refused to be released. The original bill of lading can be obtained through the website of the bank or the shipping company.
