1. List of documents required for export to Saudi Arabia

commercial invoice

certificate of origin

bill of lading (or shipping receipt) (a bill of lading (or airway bill))

Ship (air) waybill (a steamship (or airline) company certificate)

Insurance certificate (if goods are insured by the exporter) (an insurance certificate (if goods are insured by the exporter) )

packing list

For special goods, or as stipulated in the letter of credit, additional documents may be required.

The exporter is responsible for the certification of the certificate of origin, commercial invoice and other special documents. The certification procedure is as follows:


(1) Notarized by a notary office and certified by the local chamber of commerce in the exporting country;


(2) Certified by the exporting country - the Saudi Trade Commission;


(3) Authentication by the Saudi embassy or consulate.


The two documents required for the shipment of goods are the certificate of origin and the commercial invoice, and other certified documents stipulated by the letter of credit. Each document should have at least one original and one copy. Both the original and the copy need the signature of the issuer, and the signature by fax is invalid.


In addition, two export information sheets (Export Information Sheet, EIS) must be filled out by the exporter or shipping company, signed by the exporter or shipping company officials, and submitted together with other documents.


2. Specific requirements for documents

(1) Commercial invoice


Made with the export company's letterhead;


Include the name and address of any recipient of the shipment;


Accurate cargo description and cargo composition, including 6-digit HS code, trademark, ship name, date of departure, port of loading, port of unloading, gross weight, net weight, quantity, unit price, total price of each commodity, total price of goods, content in each packing container, currency, letter of credit number, freight and insurance, etc.


Saudi Customs requires that the description of the goods must be very detailed.


For equipment, include the following information:


quantity, size;


model;


trademark;


Manufacturer's full name;


Any other information that is helpful in understanding the exported goods.


For other goods:


A comprehensive description of raw materials, including type, size, weight, percentage of each component, etc.;


Manufacturer's full name;


trademarks


Any other information that is helpful in understanding the exported goods.


The commercial invoice should have a certification statement, signed by the exporter's competent official, which reads: "I certify this invoice to be true and correct and in accordance with our books, also that the goods referred to are of **** origin".


(2) Certificate of origin


A certificate of origin must be issued by the manufacturer or exporter, which must include the name of the ship (flight), date of departure, name of the manufacturer of all goods, nationality, address with street name. Additionally, all items or parts must be fully described. There must be a paragraph declaring that the document is true and accurate, and signed and effective. If the goods are not specific to the exporting country, an additional notarized declaration is required.


The certificate of origin should also include the name and address of the Saudi importer, a description of the goods and the address of the shipping company.

(3) bill of lading (or shipping receipt)


A non-negotiable bill of lading needs to be submitted to the Saudi embassy (consulate), and the content must match the commercial invoice. The content includes the description, value, net weight, gross weight, volume, size, mark, package quantity, name and address of the consignee (Saudi importer), name and address of the shipping company and (or) shipping agent, ship name, date of departure, port of loading, and port of unloading of the goods shipped. The shipping mark and quantity must be consistent with the invoice.


(4) Ship Certificate


Issued by the shipping company (or airline) and used as an attachment to the bill of lading, there must be at least one original and certified certificate. Include the following information:


Cargo ship (aircraft) name, and original name (if any);


Cargo ship (aircraft) nationality;


cargo ship (aircraft) owner;


The name of the port of call (airport), including loading, unloading or port (airport).


It is also stated in the ship's certificate that it does not call at any ports (airports) other than those already mentioned, and that all beliefs in the certificate are true and correct. The standard certificate format can be downloaded from the website of the Saudi embassy or consulate.


(5) Insurance Policy


Issued by the insurance company, at least one original, including the insurance amount, ship name, port of loading, port of discharge in Saudi Arabia, name and address of the beneficiary. In addition, the additional description of the insurance policy (Appended Declaration to Insurance Policy can be downloaded from the website of the Saudi embassy or consulate) must declare that the insurance company is a qualified and established insurance agency company, or a representative in Saudi Arabia, and the name and address must be provided.


If insured by an insurance company in Saudi Arabia, the exporter needs to state the name and address of the insurance company on its company letterhead.


(6) packing list


Including the name and address of any consignee, description of the goods, value, net weight and gross weight, package quantity and content, container number and content, number of lead seals, letter of credit number (if any), etc.


3. Special documents

According to the type of export goods or the special requirements of Saudi importers, special documents are required. Special documents need to be certified like other documents.


(1) food


The requirements for labeling food products are determined by the Saudi Standards Authority (SASO). Exporters must follow SASO standards when providing samples or actual supply. The following documents must be provided:


Certificate of Composition


Export commodity description (including ingredients and the percentage of each ingredient), chemical composition, microbiological standard, storage method, validity period (production date and expiration date). If the food contains animal fat, the certificate must state which animal the fat comes from, or state that it does not contain pork or pig fat. This certificate must be signed and issued by the local health department.


Consumer Protection Certificate


It is necessary to confirm that the ingredients contained in the food sold to Saudi Arabia are hygienic and suitable for human consumption. This certificate is signed and issued by the agricultural department of the exporting country.

The exporter states on its head that the price of food exported to Saudi Arabia is the local standard price.


(2) meat


To export meat products to Saudi Arabia, in addition to the documents required for ordinary commodities, the following documents are also required:


A certificate of “Halal” meat


Evidence that the slaughter process was carried out in an Islamicly recognized manner in a licensed slaughterhouse. This certificate must be authenticated by Saudi agencies abroad. (See the Islamic certification column of this topic for details)

Indicate the date of slaughter, the species of the animal, the average age, and that the animal has been inspected by a qualified veterinarian within 12 hours before slaughter, no disease has been found, and it is suitable for human consumption.


Health certificates are applicable to meat (poultry and seafood), meat products, live animals, vegetables, fruits, human blood, etc. exported to Saudi Arabia to prove that they are disease-free.


(3) Seeds and grains


In addition to the documents required for ordinary commodities, the following documents are also required:


inspection certificate


Issued by a company specializing in quarantine, including the following:


Buyer's name and address;


Seller's name and address;


type and quantity;


seed grade;


ship name;


type of packaging;


information printed on the packaging;


Inspection results, including germination rate, purity, impurities, humidity;


chemical treatment;


Confirm that the seeds are free from diseases and insect pests, and the content of weed seeds (the number and types of weeds contained in every two kilograms).


quarantine certificate


What the quarantine certificate is to prove is that the seeds or grains sold to Saudi Arabia are free from agricultural diseases. The quarantine certificate is issued by the agricultural department of the exporting country and is attached to the documents required for the export of flour, rice, grains, seeds, wood, plants, etc.


Seed Analysis Report


Indicating the purity of the seeds sold to Saudi Arabia, issued by the agricultural department of the exporting country.


proof of weight


Issued by the export company, stating the name and address of the Saudi importer, ship name, bill of lading number, customs seal and container number, net weight and gross weight.


(4) Animal feed additives


In addition to the documents required for ordinary commodities, the following documents are also required:

(5) Live animals


In addition to the documents required for ordinary commodities, the following documents are also required:


Weight certificate stating the average weight of live animals for export;


Health certificate, issued by the agricultural department of the exporting country, indicating that the live animals for export are free from any diseases;


veterinary certificate;


Certificate of pedigree, issued by the agricultural department of the export department;


Production records;


Inspection and Commitment Statement


Note: At present, Saudi Arabia only allows live cattle and sheep from Inner Mongolia, China to be exported to Saudi Arabia.


(6) Pets


A health certificate issued by the veterinarian of the exporting country and approved by the agricultural department of the exporting country, confirming that the pet is free from disease;


Animal vaccination certificate.


Note: Only guard dogs, hounds and guide dogs can be exported to Saudi Arabia.


(7) horses


Only the Saudis are allowed to import horses;


The importer must apply to the chairman of the Saudi Equestrian Club, stating the number of imported horses, the country of export, the port of import, and provide the following documents:


Certificate of Origin


Issued by the horse breeding company and provide color photos of each horse. The certificate of origin must be approved by the agricultural department of the exporting country and the Saudi embassy or consulate.

A health certificate from a veterinarian certifying that the horse is disease-free. The health certificate must be approved by the agricultural department of the exporting country and the Saudi embassy or consulate;


(8) Vegetables and fruits

A health certificate issued by the agricultural department of the exporting country proves that the exported vegetables and fruits do not contain harmful substances, pests and other agricultural diseases, and that the goods have been treated with ionizing radiation (or aluminum phosphate).


(9) Household appliances, equipment and ancillary equipment


Certificate of Conformity CoC (Certificates of Conformity)


The certificate of conformity is usually also called "SASO certification", which is issued by the Saudi Bureau of Standards and is specially set up for household appliances, equipment and auxiliary equipment. Only with this certificate can it be exported to Saudi Arabia. The so-called "conformity" means that the product quality or performance is consistent with the standards set by the Saudi Bureau of Standards. For details, please refer to the "Conformity Certification Program" column of this topic.


When shipping goods, each shipment must be accompanied by a copy of the certificate of conformity stamped with the official seal.


(10) Medicines


In addition to the documents required for ordinary commodities, the following documents are also required:


The certificate of free trade, which is issued by the health department of the exporting country, must also be submitted to the Saudi embassy (consulate).


A certificate must also be issued by the health department of the exporting country, proving that the medicines sold to Saudi Arabia have been used by the public in the exporting country, and use the same name and formula. Also provide the date and number of the production license. This certificate also needs to be authenticated by the Saudi embassy (consulate).


In addition, in order to export pharmaceuticals to Saudi Arabia, it is necessary to register with the Saudi Ministry of Health and submit an application certified by the Saudi embassy (consulate). The Saudi Ministry of Health will review the application and inspect the samples, and the import license will only be granted if it meets the standards required by Saudi Arabia.


4. Shipping Document Certification

Shipping documents must be submitted to the Saudi embassy (consulate) for authentication in the following order:


(1) Commercial invoice;


(2) Certificate of origin;


(3) Insurance certificate;


(4) bill of lading (or air receipt);


(5) Ship certificate;


(6) packing list;


(7) Special documents;


(8) Export Information Form (EIS), but not bound together with the above information.
